Many RF amplifiers are not matched to begin with, due to technology limitations, or the choice of the designers. Sometimes making the amplifier wideband initially takes extra bias circuitry which can drive up the quiescent current. The amount of extra gain that the amplifier is capable of actually depends on how bad the matching is to begin with. The worse the factors S11 and S22 are, out of the box, the more gain can be added back, above S21, by matching the input and outputs.
