The third criteria is the minimum resistance needed. Assuming that the saturation current the transformer can handle is one quarter of the inrush current, 564A divided by 4 is equal to 141A. The minimum resistance needed is equal to peak voltage divided by the maximum saturation allowed. So this would be 120V times 1.414 divided by 141A, which equals 1.203.
